Dragon in the Gardens
It has only 2 claws so it’s not a real dragon and the artist/owner doesn’t need to be killed by the Emporer (sole dragon powers belong to him). A chinese dragon has: The head of an ox, the eye of a shrimp, the claws of eagles and the body of a snake.
